Award of Continuing Services Contracts for Affordable Housing and Economic Development Planning Consulting Services.

Issue Statement: The City periodically requires services for the preparation of specialized reports, studies, comprehensive assessments of projects that, due to size, impact and complexity, require multiple cities, county, and state actions/approvals and/or require reports and studies of a specialized nature.  The City issued a Request for Proposals (RFP) for Affordable Housing and Economic Development Services. The responses have been received and reviewed. It is the recommendation of the selection committee to award continuing contracts to three (3) firms.

Recommended Action: The City Commission adopt a resolution authorizing execution of continuing contracts with the three (3) highest ranked responsible and responsive proposers (East to West Development Corporation, Lambert Advisory, and The Corradino Group) to provide Affordable Housing and Economic Development  Services in response to the City’s Request for Proposal RFP #092721.

Background: On September 3, 2021, the City issued RFP #092721 for Affordable Housing and Economic Development Planning Consulting Services to secure a list of qualified consultants for future projects.  The City received four (4) responses to the RFP from the following consultants:

• Asakura Robinson Company, LLC

• East to West Development Corporation

• Lambert Advisory

• The Corradino Group

Copies of these proposals are available through the City Clerk's Office.

The Selection Committee met on October 20, 2021, to rank and score the submittals.  The Committee ranked the proposals based on criteria defined in the RFP and deemed the top three (3) ranked firms the most responsive and responsible proposers: East to West Development Corporation, Lambert Advisory, and The Corradino Group.

Draft agreements for each of the top three ranked (3) consultants are attached. The  contract term is for an initial three (3) years with an option to renew for two additional three (3) year periods, under terms and conditions mutually acceptable to both parties.

Approval of the contracts with the three (3) identified Affordable Housing and Economic Development Planning Services Consultants, for the period beginning November 18, 2021 and ending November 17, 2024 does not have immediate financial impact. 

Should the contracts be approved, the cost of future work authorizations will utilize the rate schedule submitted by the three recommended proposers.  Issuance of any work authorizations would be contingent upon the availability of budgeted funds.
