Issue Statement: The State Department of Economic Opportunity (DEO) requires the City to annually review the Capital Improvements Element (CIE) of the City's Comprehensive Plan. This update is required by State Statute and is exclusively to update the Capital Improvement Element with the Capital Improvement 5-year plan that was part of the 2022 fiscal year budget.
Recommended Action: Staff recommends that the City Commission approve an Ordinance to adopt the proposed FY 2022 annual update to the Capital Improvements Element of the City’s Comprehensive Plan.
Background: Section 163.3177 of the Florida Statutes requires that local government comprehensive plans provide the policy foundation for local planning and land-use decisions on capital improvements, conservation, intergovernmental coordination, recreation, open space, future land use, housing, transportation, and public facilities.
These requirements include regular reviews and updates, such as the most recently reviewed Evaluation and Appraisal Report Process presented to the City Commission in November.
Another such review is the annual review and updating of the Capital Improvement Element (CIE) within the Comprehensive Plan. The Comprehensive Plan format and content is organized into "Plan Elements" specified by the State of Florida. Florida Statute requires local governments to review the CIE annually to bring the CIE in line with the annual updating of the City's 5-year Capital Improvement Plan adopted as part of the Fiscal Year Budget.
This item amends the CIE of the Comprehensive Plan to be consistent with the City's Capital Improvement Program approved by the City Commission as part of the FY 2022 Budget.
