SUBJECT: Purchase of Ford F-350 3-Yard Dump Truck for the Public Works Stormwater Division
1.BACKGROUND/HISTORY
    
 

Issue Statement:  As identified in the adopted Fiscal Year 22 Vehicle Replacement Schedule, staff recommends purchase of this vehicle for the Stormwater Division of Public Works.

 

Recommended Action:  The City Commission adopt a resolution authorizing the purchase of one (1) Ford F-350 Regular Cab 4 x 2 with 9 foot bed/3 cubic yard capacity dump truck from Palmetto Ford of Miami using Florida Sheriff Associations Contract # FSA20-VEH18-0.

 

Background: The Florida Sheriff's Association assists local municipalities in purchasing vehicles and equipment through a competitive procurement process. The bidding process uses the concept of volume based pricing to secure competitive pricing for the procurement of government vehicles and equipment. This program offers municipalities the ability to purchase vehicles and equipment at wholesale pricing rather than retail pricing.  The City of Oakland Park has purchased numerous vehicles using the Florida Sheriff’s Contract and has consistently received very competitive pricing.

2.CURRENT ACTIVITY
    
 

The Public Works Fleet Division staff is responsible for evaluating the condition of each vehicle and piece of equipment in the City’s fleet. As part of the annual budget preparation process, the fleet is reviewed to identify increased wear and operating expenses, and makes recommendations for replacement of vehicles or equipment. These recommendations are used in developing a five-year replacement vehicle acquisition plan, which is adopted as part of the budget.  The purchase of the new vehicle replaces a 2007 Dump Truck. 


The adopted FY22 budget authorizes the purchase of 18 replacement vehicles and one (1) additional vehicle for $2,899,384. This agenda item addresses the replacement of one (1) Ford F-350 3-yard dump truck for the Public Works Stormwater Division at a cost of $48,089, including several dealer options (see exhibits A&B), plus add-on equipment/safety lights for $1,682 (Exhibit C), for a total combined cost of $49,771.

This Ford F-350 3-yard dump truck with a 9 foot bed and 3 cubic yard capacity is used for a variety of functions within the Stormwater division which include hauling debris cleaned up from the City’s waterways, hauling debris picked up from the City’s rights- of-way, hauling excavation material from the jobsite for pipe repairs, and hauling clean fill material from the Public Works Yard to the jobsite to repair sinkholes, prepare roadways for asphalt, and backfill pipe repairs.

 

Once the new truck is received, the older vehicle will be sold at auction.  

3.FINANCIAL IMPACT
    
 

As shown in the attached quotes in Exhibits A and C, the cost of the Ford F-350 3-yard dump truck, including the safety lights is $49,771. This truck replaces a 2007 model and is included in the FY 2022 Adopted Budget of Public Works Stormwater Division. The proposed expenditure is as follow:

4.RECOMMENDATION
    
 

The City Commission adopt a resolution authorizing the purchase of one (1) Ford F-350 Regular Cab 4 x 2 with 9 foot bed/3 cubic yard capacity dump truck from Palmetto Ford of Miami using Florida Sheriff Associations Contract # FSA20-VEH18-0.
