SUBJECT: Purchase Replacement Solid Waste Right Side Loader Truck for Solid Waste Division
1.BACKGROUND/HISTORY
    
 

Issue Statement: As identified in the adopted FY 22 Vehicle Replacement Schedule, City vehicles which have reached or exceeded their useful life need to be replaced in order to reduce long-term operational and maintenance costs, increase reliability and ensure that vehicle appearance supports the Proud Oakland Park (POP) Initiative.    

 

Recommended Action: Staff recommends the City Commission adopt a resolution authorizing the purchase of the Mack Truck with Labrie Right Side Loader utilizing the Florida Sheriffs Association Contract # FSA20-VEH18.0 from Nextran Truck Center.

 

Background: The Florida Sheriff's Association assists local municipalities in securing vehicles and equipment through an annual competitive procurement process. The bidding process uses the concept of volume-based pricing to secure competitive pricing for the procurement of government vehicles and equipment. This program offers municipalities the ability to purchase vehicles and equipment at wholesale pricing rather than being charged retail rates. The City of Oakland Park has utilized the Florida Sheriff’s Contract for several years and has always received the lowest available prices.

2.CURRENT ACTIVITY
    
 

The Public Works Fleet Division staff is responsible for evaluating the condition of every vehicle and piece of equipment in the City’s fleet. As part of the annual budget preparation process, the fleet is reviewed to identify increased wear and operating expenses, and makes recommendations for replacement of vehicles or equipment. These recommendations are used in developing a five-year vehicle replacement schedule, which is adopted as part of the budget.  

 

The adopted FY22 budget authorizes the purchase of 18 replacement vehicles and one (1) additional vehicle for $2,899,384. This agenda item addresses the replacement of (1) Mack LR64R ASL Refuse Truck with Labrie Right Hand Side Loader for the Solid Waste Division at a cost of $304,679 (Exhibit A). 

 

The side loader vehicle is used for regular solid waste daily pick-up.  Once the new truck isreceived, one of the existing side loaders will be sold at auction.   

3.FINANCIAL IMPACT
    
 

As shown in the attached quote in Exhibit A, the total cost of the Mack Truck with Labrie Right Side Loader for the Solid Waste Division is $304,679. The funding for the purchase of this vehicle is included in the FY 22 Adopted Budget of Solid Waste and is included in the City's Vehicle Replacement Program. The proposed expenditure is as follows:
