| | | | | | | | SUBJECT: Approval of a Work Authorization for R. Miller Consulting Group (RMCG) for the Update to the CRA Five-Year Strategic Plan for 2023-2028

| | | | | | | | 1. | BACKGROUND/HISTORY | | Issue Statement: The current CRA Five Year Strategic Plan (2017-2022) is entering its final year. As the current Strategic Plan enters this final year, the CRA vision for the next five years (2023-2028) must be updated.
Recommended Action: The CRA Board adopt a resolution authorizing the proper City official to execute a Work Authorization between the City and RMCG to update the CRA Five-Year Strategic Plan (2023-2028), for an amount not to exceed $40,000.00.
Background: In August of 2016, RMCG was selected to complete the City of Oakland Park Community Redevelopment Agency Five-Year Strategic Plan Update. RMCG worked with the staff, community, and business stakeholders to develop the 2017-2022 CRA Strategic Action Plan. The CRA Board of Directors approved the 2017-2022 CRA Strategic Action Plan in April 2017.
On September 16, 2020, the CRA Board adopted Resolution No. CRA-2020-004, renewing the two-year Agreement with RMCG for CRA Implementation Services. Task 3 of the renewed Agreement includes an update to the CRA Five-Year Strategic Plan for 2023-2028. (Task 3: CRA Strategic Plan – Studies, Analysis, and Operational Services).

| | | | | | | | 2. | CURRENT ACTIVITY | | The attached work authorization will provide for the development of the CRA Five-Year Strategic Plan Update (2023-2028). RMCG is recommending a three-phase approach to the CRA Plan update. The three-phase approach incorporates the CRA’s desire to focus on new initiatives for the future by incorporating stakeholder group discussions, commission workshop, and community participation in the process.
PHASE ONE: DATA COLLECTION AND WORKSHOP
In order to evaluate external market and demographic patterns in the CRA, this initial phase will commence with obtaining updated demographics, market data, consumer capacity, spend patterns, small business capacity data, data on tax base growth, and city revenue and expenditures to develop and update the OPCRA Financial Plan for 2023-2028.
Once the data collection is complete, RMCG will conduct stakeholder group meetings and a CRA Board Workshop to gather insight and develop strategies. The groups recommended are as follows:
- Entrepreneurship Group: To gain insight on the kinds of programs, strategies, partnerships, and/or projects that would be most beneficial for attracting emerging entrepreneurs to invest in the OPCRA. (Membership: a diverse group of entrepreneurs, investors, start-up companies)
- Placemaking Group: To discuss vision character and sense of place in the CRA and gain insight on the kind of investments, projects, and programs that should be encouraged to activate spaces and ensure a vibrant and economically sustainable CRA. (Membership: a diverse group of residents, city planning staff, city CIP staff)
- Downtown Partners Group: To discuss the small business needs and capacity building and gain insight on the programs and investments that would work to strengthen and enhance existing small businesses in the City. (Membership: a diverse group of OP small business owners)
- CRA Board Workshop: Using the data collected and insights provided by the various stakeholder groups, RMCG will work with the CRA Board of Directors in a public workshop setting to define the challenges and opportunities anticipated in the next 5 years, evaluate CRA Goals and Principles, and set priorities.
PHASE II: INITIAL PLAN DEVELOPMENT
- Based on data collection, stakeholder insight, and CRA Board Workshop direction, RMCG will develop the initial draft of the CRA 5-year Strategic Plan Update (2023-2028) and present initial concepts to the stakeholder group (Session B) for feedback and discussion.
PHASE III: FINAL PLAN DEVELOPMENT
- Based on stakeholder feedback RMCG will further refine the Draft Plan and prepare a formal presentation of the Draft Plan for CRA Board of Directors.

| | | | | | | | 3. | FINANCIAL IMPACT | | As shown in the attached proposal from R. Miller Consulting Group, the total cost for the update to the CRA's Five-Year Strategic Plan (2023-2028) is $40,000. The FY22 CRA budget includes funding for the CRA Strategic Plan update as a Business Plan Initiative within the Smart Growth and Redevelopment Strategic Performance Area.
