Issue Statement: The City is required to comply with Federal and State regulations for the National Pollutant Discharge Elimination System (NPDES) Permit for Municipal Separated Storm Sewer Systems (MS4).
Recommended Action: The City Commission adopt a resolution approving the work authorization with Hazen and Sawyer for National Pollutant Discharge Elimination System (NPDES) federal and state permit reporting services for a total amount not-to-exceed $33,950.
Background: The Environmental Protection Agency (EPA), through the Water Quality Act of 1987, requires Broward County and the City of Oakland Park to comply with the applicable conditions required by the National Pollutant Discharge Elimination System (NPDES) - Municipal Separate Storm Sewer System (MS4) Permit Program.
On June 21, 2017, the City Commission authorized the City to participate in an Interlocal Agreement (ILA) with Broward County and 26 other cities in Broward County for reporting and compliance with the NPDES MS4 Program. In 2017, Broward County and other co-permittees entered into a new five-year permit cycle relative to the NPDES MS4 Permit. Th fifth cycle runs through December 2021 (with reporting due in 2022). Reporting associated with Years 1, 2, 3, and 4 has been completed.
