| | | | | | | | 1. | BACKGROUND/HISTORY | | Issue Statement: The City of Oakland Park has drainage systems that have been built using varying pipe materials. Many of the older stormwater sections were constructed out of corrugated metal pipe, which has exceeded its service life and is deteriorating. As these pipes deteriorate, the surrounding sediment can enter the pipe and create settlement around it, ultimately developing a sinkhole and resulting in a collapsed pipe. Relining of these older pipes can provide stabilization and increase the service life of the pipes. Stormwater relining is a multi-year Capital Improvement Project included in the FY 2022 City Commission adopted budget.
Recommended Action: Staff recommends the City Commission adopt a resolution approving the stormwater pipe lining contract with Advanced Plumbing Technology in the amount of $41,074, under a competitively procured contract awarded by the City of Milton, Florida on April 13, 2021, contract number ITB 2021.02, and further authorizing the use of $8,926 as a project contingency. |

| | | | | | | | 2. | CURRENT ACTIVITY | | Advanced Plumbing Technology has performed stormwater system lining in many cities and counties across Florida, and their references have been very satisfied with the quality of the work performed. Staff recommends contracting with this company to conduct the stormwater pipelining, given this vendor’s references and competitive pricing.
Included in the CIP, relining is budgeted for $50,000 annually, with a five-year planned expenditure of $250,000. Relining is planned for specific locations on NE 18th Terrace, NE 35th Street, NE 17th Terrace, and NW 37th Street. These areas were identified due to the frequent occurrence of piping needing repairs.
The multi-year plan will be developed following the completion of the Stormwater Master Plan. |

| | | | | | | | 3. | FINANCIAL IMPACT | | Funds are included within the Stormwater Fund's FY22 CIP budget for the storm drain pipe lining. The project is within the City's Infrastructure Strategic Performance Area. As noted in the CIP, relining is budgeted for $50,000 annually, with a total five-year planned expenditure of $250,000.
Based on the attached quote from Advanced Plumbing Technology (APT), the estimated cost of the project is $41,074. The proposed expenditure is as follows:
