SUBJECT: North Andrews Gardens Stormwater Pump Station and Pipeline Improvements Project Design Work Authorization
1.BACKGROUND/HISTORY
    
 

Issue Statement:   The City is seeking to retain Hazen and Sawyer to perform design work for the North Andrews Gardens Stormwater Pump Station and Pipeline Improvements Project. This project will help address flooding problems in North Andrews Gardens for the areas located north of Commercial Boulevard. 

 

Recommended Action: The City Commission adopt a resolution approving the work authorization with Hazen and Sawyer for the North Andrews Gardens Stormwater Pump Station and Pipeline Improvements Project Design for a total amount not-to-exceed $206,733.

 

Background: The City was awarded County Surtax Maintenance funding for improvements to the NW section of the North Andrews Garden neighborhood relating to roadway flooding, making it difficult for residents and emergency vehicles to pass during and after heavy rain events.

 

The amount of Surtax Funding allocated is just over $2 million. Surtax Maintenance projects require funding to be expended a maximum of 365 calendar days after executing a Project Specific Agreement. To meet the one-year time frame, the City must perform the design portion of the project in a timely manner. After completion of design, the City will move forward with the surtax process, including entering into a Project Specific Agreement and bidding the project. The bid award and Project Specific Agreement will then move forward for City Commission action to maximize the time available for construction.

 

The project is identified in the City’s five (5) year Capital Improvement Program in response to areas identified in the City’s Stormwater Master Plan and after Tropical Storm ETA and the 2020 rain events.  

2.CURRENT ACTIVITY
    
 

Hazen and Sawyer is completing the Stormwater Master Plan for the City and is familiar with drainage and hydrology of this area. Hazen and Sawyer previously performed engineering consultation for the City, and staff has been satisfied with work performed.

 

The combined cost for these services is $206,733 and the scope includes:

 

  •  Task 1: Finalization of Preliminary Design (1.1 through 1.5)
  • Task 1.1: Geotechnical Investigation and Report
  • Task 1.2: Topographic Design Survey
  • Task 1.3: Underground Utility Locations and Designations
  • Task 1.4: Sketch and Legal Descriptions
  • Task 1.5: Drainage Analysis
  • Task 2: Detailed Design Development
  • Task 3: Permitting Services
  • Task 4: Meetings
  • Task 5: Bidding Assistance

 

The proposed work authorization is under the City’s continuing services contract for professional services (CCNA) awarded in 2019 and renewed September 2021.

3.FINANCIAL IMPACT
    
 

As shown on the fee estimate from Hazen and Sawyer which is attached as Exhibit D to the Work Authorization, the design cost is at an amount not-to-exceed $206,733.   Of this amount, only $100,000 was included in the Adopted CIP Budget for FY 22.  Attached in Exhibit A is the proposed Budget Amendment to provide additional funding for the design cost of the North Andrews Garden Stormwater Pump Station and Pipeline Improvement project.

4.RECOMMENDATION
