Purchase of two (2) Rescue Units for the Fire-Rescue Department |

| | | | | | | | 1. | BACKGROUND/HISTORY | | Issue Statement: As identified in the adopted FY 22 Vehicle Replacement Schedule, City vehicles which have reached or exceeded their useful life need to be replaced in order to reduce long-term operational and maintenance costs, increase reliability and ensure that vehicle appearance supports the Proud Oakland Park (POP) Initiative.
Recommended Action: Staff recommends the City Commission adopt a resolution authorizing the purchase of two (2) 2023 Osage Super Warrior Ambulance units at a cost of $629,934 utilizing the Florida Sheriffs Association Contract # FSA20-VEF14.01 from Ten-8 Fire & Safety, LLC.
Background: The Florida Sheriff's Association assists local municipalities in securing vehicles and equipment through an annual competitive procurement process. The bidding process uses the concept of volume-based pricing to secure competitive pricing for the procurement of government vehicles and equipment. This program offers municipalities the ability to purchase vehicles and equipment at wholesale pricing rather than being charged retail rates. The City of Oakland Park has utilized the Florida Sheriff’s Contract for several years and has always received the lowest available prices.

| | | | | | | | 2. | CURRENT ACTIVITY | | The Public Works Fleet Division staff is responsible for evaluating the condition of every vehicle and piece of equipment in the City’s fleet. As part of the annual budget preparation process, the fleet is reviewed to identify increased wear and operating expenses, and makes recommendations for replacement of vehicles or equipment. These recommendations are used in developing a five-year vehicle replacement schedule, which is adopted as part of the budget.
The Rescue unit purchase request is to replace two (2) 2007 Rescue units. Rescue vehicles are used in 911 emergency requests and respond to and transport patients suffering from minor complaints to very serious trauma victims.
The two units being replaced are reserve units and are used when a newer frontline unit is out of service for maintenance. These reserve units that have exceeded their useful lifespan.
Once the new units are received, the replaced rescue units will be sold at auction. The new rescue units will enter frontline services and two of the existing rescue vehicles will be enter reserve status.
Receipt of the units is anticipated to take between 14 to 16 months. |

| | | | | | | | 3. | FINANCIAL IMPACT | | As shown in the attached quote in Exhibit A, the total cost of two 2023 Osage Super Warrior Ambulances, built on a 2023 International MV607 chassis is $629,934, or $314,967 per unit. The funding for the purchase of this vehicle is included in the FY 22 Adopted Budget of Fire Department and is included in the City's Vehicle Replacement Plan. The replacements were funded as Public Safety business plan initiative. The proposed expenditure is as follows:
