SUBJECT: Strategic Plan - Performance Area Revisions
1.BACKGROUND/HISTORY
    
 

Issue Statement: The City Commission held a workshop on October 21, 2021,  to discuss the City's Strategic Plan and specific Strategic Performance Areas.  This workshop was held at Jaco Pastorius Park Community Center and was facilitated by Dr. Bob Lee, who had previously facilitated Oakland Park's 2013 strategic planning review.  Updates to the strategic performance areas based on the consensus direction of the Commission have been prepared for consideration.  

 

Recommended Action: It is recommended that the City Commission consider the proposed changes to the Strategic Plan, including the addition of a new Strategic Performance Area, and thereafter adopt a resolution approving and extending the revised Strategic Plan. 

 

The Strategic Plan provides the framework for developing the City’s priorities and
substantially guides the direction of the annual Business Plan and operating budget.

 

In 2013, the Commission reviewed the Strategic Plan and at that time there was strong consensus to continue in the current overall strategic direction. As such, the plan was extended for a two-year period, with minor revisions adopted by the Commission. The plan has been extended again for all subsequent budgets.

 

The strategic plan is guided by vision and mission statements:

 

Vision: Oakland Park – A hometown choice for excellence in people, public
service, and community.
Mission: We strive every day to deliver – in a friendly, courteous, reliable, and
responsive manner – a diverse set of efficient and effective City services that
exceed the expectations of our residents, businesses, and employees.

 

These statements are further articulated by six strategic performance areas:

  • Financial Stability and Sustainability
  • Infrastructure Needs
  • Smart Growth and Redevelopment
  • Parks, Leisure Facilities, and Activities
  • Public Safety and Security
  • Focus on Oakland Park’s Image

Each performance area has specific language articulating the Commission's direction. A copy is attached for reference.

 

On January 20, 2021, the City Commission engaged in a planned discussion on the City's strategic direction that was facilitated by Dr. Robert Lee, who had previously served as the facilitator for the City's 2013 strategic planning review. At this meeting, the consensus of the Commission was to plan for a workshop on the City's strategic goals. During this discussion, the consensus was also reached to not delay the development of the FY 2022 budget and to move forward with the extension of the existing strategic plan as part of the budget development process.

 

In advance of the scheduled workshop, a resident survey was conducted in March 2021 by the Kitchens Group using a statistically significant sample size (400) to measure residents' awareness and satisfaction of key performance goals and overall attitudes regarding City services and direction. The results of the survey were presented during the April 7, 2021 Commission meeting.

 

A strategic accomplishments presentation was presented to the City Commission on October 20, 2021, to provide an overview of some of the major successes the City has achieved as part of furthering the strategic goals of the Commission.

2.CURRENT ACTIVITY
    
 

The City Commission held the strategic planning workshop on October 21, 2021, to discuss the City's Strategic Plan and specific Strategic Performance Areas.  This workshop was held at Jaco Pastorius Park Community Center and was facilitated by Dr. Bob Lee, who had previously facilitated Oakland Park's 2013 strategic planning review.  During the workshop, the Commission reviewed each individual Strategic Performance Area and provided feedback on potential changes to be considered. Staff was directed to return with revised Strategic Performance Areas for Commission consideration.  Based on feedback during the workshop, the title and language for Strategic Performance Areas were updated.  In addition, a new performance area is offered for consideration that relates to environmental stewardship and sustainability:

The proposed strategic plan document is attached to the item as Exhibit A and the proposed language compared to the existing language is provided in Exhibit B.  

 

City Commission review and consideration of the proposed changes are requested, including the potential addition of the new, seventh Strategic Performance Area.  The document approved by Commission will be utilized as a part of the FY 2023 budget development.

3.FINANCIAL IMPACT
    
 
The revision and extension of the strategic plan do not have a financial impact themselves but will assist City staff in developing a budget that matches the strategic vision of the City Commission.   The Strategic Plan provides the framework for developing the City’s priorities and substantially guides the direction of the annual budget.  The budgeting, development, and implementation of Business Plan Initiatives contained in the budget reflect the goals of the Strategic Performance Areas defined in the Strategic Plan.  Due to the nature of strategic planning, these goals reflect long-term, multi-year commitments and cross multiple budget cycles.
4.RECOMMENDATION
    
 It is recommended that the City Commission consider the proposed changes to the Strategic Plan, including the addition of a new Strategic Performance Area, and thereafter adopt a resolution approving and extending the revised Strategic Plan.
