| | | | | | | | 1. | BACKGROUND/HISTORY | | Issue Statement: As identified in the adopted FY 22 Vehicle Replacement Schedule, City vehicles that have reached or exceeded their useful life need to be replaced in order to reduce long-term operational and maintenance costs, increase reliability and ensure that vehicle appearance supports the Proud Oakland Park (POP) Initiative.
Recommended Action: Staff recommends the City Commission adopt a resolution authorizing the purchase of one (1) 2022 HP78 rear-mounted aerial ladder truck on a Typhoon chassis at a total cost of $991,973, including equipment.
Background: The Florida Sheriff's Association assists local municipalities in securing vehicles and equipment through an annual competitive procurement process. The bidding process uses the concept of volume-based pricing to secure competitive pricing for the procurement of government vehicles and equipment. This program offers municipalities the ability to purchase vehicles and equipment at wholesale pricing rather than being charged retail rates. The City of Oakland Park has utilized the Florida Sheriff’s Contract for several years and has always received the lowest available prices. |

| | | | | | | | 2. | CURRENT ACTIVITY | | The Public Works Fleet Division staff is responsible for evaluating the condition of every vehicle and piece of equipment in the City’s fleet. As part of the annual budget preparation process, the fleet is reviewed to identify increased wear and operating expenses, and recommendations for the replacement of vehicles or equipment are made. These recommendations are used in developing a five-year vehicle replacement schedule, which is adopted as part of the budget.
This agenda item addresses the purchase of a replacement rear-mounted aerial ladder truck from Hall-Mark RTC to replace a 2006 ladder truck in reserve status. The ladder truck is a multi-use vehicle able to respond to any emergency call, including fires, medical, motor vehicle accidents, hazardous material, and many more. This vehicle will also operate as a high-reach ladder, an elevated water stream, a regular fire pumper, and a paramedic response unit.
The lead time in procuring and taking delivery is estimated to be 420 days after receipt of the purchase order. The new unit will enter frontline service, and the City will auction the existing 2006 reserve unit.

| | | | | | | | 3. | FINANCIAL IMPACT | | As shown in Exhibits A and B, the total cost of the rear-mounted aerial ladder truck is $991,973. The funding for the purchase of this vehicle is included in the FY 22 budget as a business plan initiative supporting the Public Safety Strategic Area of the Strategic Plan and is included in the City's Vehicle Replacement Program. The proposed expenditure is as follows:
