SUBJECT: Resolution authorizing the award of Request for Proposal (RFP) #010622 "Support Services for Administration/Implementation of Business Licensing Programs"
1.BACKGROUND/HISTORY
    
 

Issue Statement: The Community and Economic Development Department's Community Enhancement Division Business Regulatory Unit oversees and administers multiple business initiatives, including Short Term Rental Registration, Massage Establishments, Business Tax Receipts, and the Certificate of Use Program. A request for proposals was issued to provide additional support services for the successful implementation and administration of these regulatory ordinances.

 

Recommended Action: City Commission adopt a resolution awarding Request for Proposal (RFP), RFP #010622, to Salvus Consulting Corp., and authorizing the execution of an agreement for services not-to-exceed the amount of $50,000 per year of the contract.

 

Background: In November 2018, Community and Economic Development Department (then Engineering & Community Development) staff provided the Commission with a presentation and update on City initiatives intended to improve the quality of life for residents and businesses. The presentation included updates on short term rental regulations, massage parlor regulations, and a new certificate of use program, each of which were approved by the Commission in 2019.

 

In 2019, staff prepared and released an RFP for support services for the administration/implementation of the above-listed business license programs.  In response to the RFP, the City received only a single proposal, which was from Southeast Florida Home Inspections, Inc. On September 18, 2019, the City Commission authorized the execution of an agreement with this company to assist with the administration of the regulatory ordinances.

2.CURRENT ACTIVITY
    
 

Late summer 2021, Southeast Florida Home Inspections, Inc. notified the City that they were not seeking a renewal of their contract to provide vacation rental and business licensing assistance services.   

 

In an effort to ensure the continued implementation of regulatory ordinances intended to improve the quality of life for residents and businesses, an RFP for support services was prepared and released on December 14, 2021.  The scope of services is summarized as follows:

 

  • Review and coordination of the different business licensing applications in accordance with the respective regulatory State/City Code to provide concurrent process review.
  • Review applications, prepare necessary forms, complete and review necessary reports.
  • Prepare appropriate reports in accordance with Florida State Statute 162, applicable State/City Ordinances.
  • Process tracking and facilitation for timeliness or application and coordination of inspections.
  • Coordinate with other City Departments as needed.
  • Maintain records of inspections and investigations on forms and in formats approved by the City.
  • Initiate an open line of communication with the business owner and respective City staff.
  • Daily monitoring and tracking of Short Term Rentals; follow-up as needed.

Responses to the RFP were due on January 6, 2022.  The City received one proposal,* from Allan Hubrig, President of Salvus Consulting Corp (Salvus).   Allan (Al) Hubrig is a retired BSO Captain, Oakland Park District.  

 

The term of the proposed agreement with Salvus would be for an initial three-year period with a fixed-price of $60.00 per hour.  Two renewals, each for three-year periods, would also be available at terms and costs mutually agreeable to both parties.    

 

*This result is similar to the RFP issued in 2019, which also received only a single response.

 

3.FINANCIAL IMPACT
    
 

The  FY 2022 adopted budget of the Community Enhancement Division includes sufficient funds for "Vacation Rental and Business Licensing Assistance" services.  It is a Business Plan Initiative (BPI) under the Smart Growth and Development  of the Strategic Plan.  The estimated total cost for the year based on a $60/hour rate, as shown on the proposal from Salvus Consulting Corp.  is $50,000.

4.RECOMMENDATION
