Charter Review - Commissioner Rosenwald

1.BACKGROUND/HISTORY
    
 

Issue Statement - On February 2, 2022, Commissioner Rosenwald requested and received consensus to discuss a Charter Review.  

 

Recommended Action: City Commission discussion.

 

 

In accordance with Rules of Procedure Resolution, the following process applies:

1. Topics for discussion items are provided to the City Clerk’s office via the City Manager’s Office.

2. The discussion item will be placed on the next available agenda consistent with submission deadlines. Commissioner can provide backup materials.

3. Commission votes “Yes” or “No” to discuss topic.

4. Discuss topic at a subsequent agenda with staff input.

5. Action – Commission direction if warranted.

2.CURRENT ACTIVITY
    
 

Background Information on 2011-2012 Charter Review:

 

January 19, 2011, (Agenda Item 18A) - Identified that with the previous resignation of a City Commissioner (Vice Mayor), an uncertainty was brought to the forefront that the City Charter does not address a process and/or procedure to replace a Vice mayor. 

 

June 15, 2011 - Ordinance adopted creating Charter Review Board. (O-2011-012)

 

July 20, 2011 - Charter Review Board members appointed.  (R-2011-096)

The terms of the seven (7) members shall be for fifteen (15) months commencing July 15, 2011. 

 

Charter Review Board  Meetings held between August 26, 2011 - July 10, 2012.

 

Ordinances adopted for referendum - 10/17/12:

1) O-2012-021 -The establishment of a procedure to fill a vacancy in the position of Vice Mayor;

2) O-2012-022 -  Modernize the language in the Charter and remove antiquated and statutorily superseded provisions;

3) O-2012-023 - An increase in the City Manager's purchasing authority for construction of public improvements without bids from $5,000 to $10,000;

4) O-2012-024 -  The establishments of a procedure by which Commissioners who may have a voting conflict pursuant to Chapter 112 or Chapter 286, Florida Statues must disclose the conflict prior to participating in the discussion on that particular matter; and

5)  O-2012-025 - Change the election dates for all Oakland Park municipal elections from March in odd numbered years to November in even numbered years to coincide with the General Election cycle.

 

Ordinance adopted for referendum - 11/7/12

6) O- 2012-026 - Elimination of requirement that candidates run for and serve in numbered seats.
