| | | | | | | | 1. | BACKGROUND/HISTORY | | Issues Statement: The City of Oakland Park was awarded a grant through the Florida Department of State, Division of Library and Information Services (DLIS) American Rescue Plan Act for computer replacements at the Ethel M. Gordon Oakland Park Library. Although the grant is being awarded by the Florida DLIS, the funding source for the grant is through the American Rescue Plan Act (ARPA); this funding is not related to Oakland Park's own ARPA funding.
Recommended Action: The City Commission adopt a resolution approving and authorizing the use of State of Florida NASPO Master Price Agreement, State of Florida Contract #43211500-WSCA-15-ACS, for the purchase of public access computers from Software House International (SHI) pursuant to quotes 21527456 and 21564287 in the total amount of $27,876.
Background: The Library patron computer update and replacement project will enhance the community's sole public library facility. With a greater dependence on the internet for work, education, and recreation, maintaining hardware such as computer stations that are modern and allow for users to take advantage of all cyberspace and other audiovisual modes is critical to ensure all ages can prosper in a constantly changing world. The project will replace the existing 25 out-of-date computer stations in the Library with new technology. This includes the 4 workstations located in the teen area. Each station will include a high-powered CPU, HD monitor and DVD/RW drive. |

| | | | | | | | 2. | CURRENT ACTIVITY | | The Library and Cultural Services Department applied for the DLIS ARPA grant in 2021 and received notice of award in late October 2021. The Department has coordinated with the City's Information and Technology Services (ITS) Division to identify the appropriate equipment to best serve library patrons. The proposed purchase would be for 25 Optiplex 3090 computers and 25 new HD 24" monitors. The ITS Division received multiple quotations on pricing for equipment; the best pricing for the equipment is through the Florida NASPO Master Price Agreement, State of Florida Contract #43211500-WSCA-15-ACS. The machine will be installed and configured by ITS staff. |

As discussed above and as shown in the attached quotes for Optiplex 3090 machines and monitors, the total cost for the equipment is $27,876. Funding for this purchase was added via budget amendment earlier in the fiscal year. The proposed expenditure is as follows:
