| | | | | | | | 1. | BACKGROUND/HISTORY | | Issue Statement: On March 21, 2018, the City Commission awarded a contract to to Pump Station Maintenance Services, LLC, pursuant to Invitation to Bid (ITB) #021618, Lift Station Maintenance, Resolution R-2018-041. The contract generally consists of monthly inspection, maintenance and repair of the City's 34 sewage lift stations, 12 grinder sewage stations and 5 stormwater pump stations, as well as, for the as-needed repair of telemetry equipment.
The initial contract term was for two (2) years beginning April 1, 2018 and ending March 31, 2020, and the ITB included the option to renew for two (2) additional 2-year periods. The first 2-year renewal for the period beginning April 1, 2020 and ending March 31, 2022, was approved by the City Commission on March 18, 2020 (R-2020-030). This term is due to expire and one (1) final 2-year renewal option remains for the period beginning April 1, 2022 and ending March 31, 2024. Pump Station Maintenance Services, LLC has provided a written request to continue services at the same pricing, terms and conditions of the initial award.
Recommended Action: City Commission adopt a resolution authorizing the extension of the City’s Lift Station Maintenance service contract with Pump Station Maintenance Services, LLC, for an additional two (2) years.
Pump Station Maintenance Services, LLC has maintained the City's lift stations, pump stations and grinding stations since 2018, and they have consistently provided good service to the wastewater and stormwater divisions. |

| | | | | | | | 2. | CURRENT ACTIVITY | | The City has 34 sewage lift stations, 12 grinder sewage stations and 5 storm water pump stations. City staff performs the majority of the maintenance and also monitors the lift stations through a computerized software system called Supervisory Control and Data Acquisition (SCADA). Wastewater crews currently handle the daily monitoring of all lift stations. However, the City needs lift station maintenance service for monthly inspections, preventative maintenance, and as-needed repairs to telemetry equipment. These services are provided by Pump Station Maintenance, LLC as directed by City staff.
Pump Station Maintenance, LLC has been providing quality service to the City and they are willing to extend the current contract with no cost increases. Through the agreement, the contractor may provide additional service in case of emergencies.
The estimated cost of service to be provided by Pump Station Maintenance Services, LLC is $54,300 per year which includes monthly inspections, preventative maintenance, and as-needed repairs to telemetry equipment. |

| | | | | | | | 3. | FINANCIAL IMPACT | | As shown in the attached Agreement for second renewal, the contract price for the services of Pump Station Maintenance, LLC remains at $54,300. Sufficient funds are included in the FY22 Operating Budget of the Wastewater and Stormwater Divisions of Public Works Department to pay for the costs of the foregoing services. The proposed expenditure is as follows:
