SUBJECT: Ranking for City-wide mast arm design
1.BACKGROUND/HISTORY
    
 

Issue Statement: The City received County Surtax funding for the design of City-wide mast arms which requires the services of an engineering design firm. A Request for Qualifications (RFQ) was issued to procure the required engineering services.

 

Recommended Action:  City Commission adopt a resolution approving the ranking recommendation of the Evaluation Committee and authorize staff to enter into contract negotiations with the highest-ranked firm, R.J. Behar & Company.

2.CURRENT ACTIVITY
    
 

On December 16, 2021, the Request for Qualifications (RFQ) # 011822 Continuing Professional Architectural and Engineering Services was advertised and released. The intent of this RFQ is to award a contract to one (1) engineering firm for the design of the mast arms.  

 

Responses were due on January 18, 2022 and were opened shortly thereafter. A total of six (6) firms responded to the RFQ (see attachment Bid Opening Memo).  Four (4) evaluation committee members convened to review and rank the qualifications of the consultants. Each firm was assigned a score between 0 to 100 points. Each Evaluation Committee member reviewed and scored the proposals based on the criteria listed in the RFQ. 

 

To adhere to the State Consultant Competitive Negotiation Act (CCNA), the RFQ cannot request price quotes for services until after the firms had been ranked based upon their qualifications and abilities. The evaluation ranking is attached to this agenda item as an exhibit. 

 

Staff is recommending that City Commission approve the firm rankings, and upon approval of the rankings, staff will begin negotiations with the top-ranked firm and bring back the contract for City Commission approval. 

 

3.FINANCIAL IMPACT
    
 

The approval of the ranking has no financial impact.  However, when the contract is executed, there will be a cost associated with the design effort.

4.RECOMMENDATION
    
 The City Commission adopt a resolution approving the ranking recommendation and authorize staff to enter into contract negotiations with the highest-ranking firm. R.J. Behar & Company.
