SUBJECT: Amendment to Police Services Agreement with Broward County Sheriff's Office: Position Upgrade
1.BACKGROUND/HISTORY
    
 

Issue Statement: The City's agreement for police services with the Broward Sheriff's Office was renewed in February 2020 for a five-year period effective October 1, 2020 and ending September 30, 2025.  This renewal included a staffing level of 99 positions for the Oakland Park District, of which 88 are sworn officers and 11 civilian personnel.  Under the terms of the contract, amendments can be requested to modify the staffing structure.  In consultation with the District Chief, Oakland Park requested that one of the vacant uniformed patrol deputy sheriff positions be converted into a patrol sergeant position to better reflect the operational needs of the district.  An amendment to the law enforcement services agreement is required to implement this request.

 

Recommended Action:  Adopt a resolution authorizing the appropriate City officials to execute the eighth amendment to the police services agreement with the Broward Sheriff's, modifying staffing structure of the district to convert one deputy sheriff position to a deputy sheriff sergeant.  

2.CURRENT ACTIVITY
    
 

The staffing structure of the Oakland Park District is set by the special terms and conditions section of the police services agreement. 

 

The staffing structure for the district has be unchanged since 2014, when a crime analyst position was added to the district.  The request for the conversion of a deputy sheriff position to a sergeant position is based on the operational needs of the district.  The proposed conversion would improve supervisory capacity, provide additional capacity to conduct video review of body worn cameras, reduce span of control and provide greater field supervision of deputies.

 

With the conversion, the total numbers of sergeants would increase from 8 positions to 9 positions; the total number of deputies would decrease from 77 to 76.The conversion would be effective May 7, 2022.

3.FINANCIAL IMPACT
    
 The cost of the conversion is approximately $15,600.  No amendment to the budget is recommended at this time, as it is anticipated that this cost will be offset by vacancy savings during this fiscal year.
4.RECOMMENDATION
    
 Adopt a resolution authorizing the appropriate City officials to execute the eighth amendment to the police services agreement with the Broward Sheriff's, modifying staffing structure of the district to convert one deputy sheriff position to a deputy sheriff sergeant.
