SUBJECT: Single-Source Purchase of Vehicle Replacement Parts for Solid Waste Trucks from Nextran Truck Center
1.BACKGROUND/HISTORY
    
 

Issue Statement:  The City of Oakland Park Fleet Management Division provides maintenance and repair services to city-owned and operated motorized vehicles.  To optimize performance and reliability of the City's solid waste MACK trucks, Fleet regularly purchases genuine MACK original equipment manufacturer (OEM) parts and service from Nextran Truck Centers, the only authorized parts and service dealer in the tri-county region.      


Based on expenditures to date and additional forecasted orders in FY22, staff anticipates expenditures from Nextran Truck Center to exceed the threshold that requires City Commission approval.  Nextran expenditures in FY21 were approximately $56,000. Expenditures in FY22 are estimated to be the same or less, but will exceed the $25,000 threshold for cumulative purchases.

 

Recommended Action:  The City Commission adopt a resolution approving the sole-source purchase of MACK replacement parts and service, as needed, from Nextran Truck Centers and approving expenditure authority up to the budgeted availability.

2.CURRENT ACTIVITY
    
 

Located in Fort Lauderdale, Nextran Truck Centers is the only local area distributor of replacement parts and service for the City's solid waste MACK trucks.  Based on expenditures to date and forecasted expenditures for FY22, staff anticipates expenditures will exceed the $25,000 threshold and requires Commission approval.


Public Works Department spent approximately $56,000 in FY21 for various parts from Nextran Truck Centers and expects FY22 expenditures to be the same or less.  Sufficient funds are provided for purchases in the FY22 Operating Budget of the Public Works Department Fleet Management Division for this purpose.  

 

3.FINANCIAL IMPACT
    
 

Individual purchases will be less than the $25,000 threshold requiring City Commission approval. Cumulative purchases may exceed $25,000 but shall not exceed the amount authorized in the FY22 budget unless amended by City Commission action.

 

Sufficient funds are included in the FY22 operating budget of the Fleet Management Division for replacement parts and service for the City's solid waste MACK trucks for the remainder of the fiscal year. 

4.RECOMMENDATION
    
 The City Commission adopt a resolution approving the purchase of replacement MACK parts and service, as needed, from Nextran Truck Center and approving expenditure authority up to the budgeted availability.
