| | | | | | | | SUBJECT: Purchase of Pharmaceuticals Utilizing Broward Sheriff's Office Bid #20041JLS |
| | | | | | | | 1. | BACKGROUND/HISTORY | | Issue Statement: The Fire Department routinely purchases pharmaceuticals for the treatment of patients. Until recently, Broward Sheriff's Office Logistics Division purchased pharmaceuticals and resold them at the same cost to municipal service providers. Broward Sheriff's Office received legal notice that they can no longer resell the pharmaceuticals; therefore, the City seeks to utilize the Broward Sheriff’s Office bid to directly purchase these products from the multiple vendors.
Recommended Action: Staff recommends the City Commission adopt a resolution authorizing the proper city officials to execute agreements with Medline Industries, Inc. and Bound Tree Medical, LLC for the purchase of pharmaceuticals utilizing the terms, conditions, and pricing of Broward Sheriff’s Office RLI/Bid #20041JLS, and approving expenditure authority up to the budgeted availability. |
| | | | | | | | 2. | CURRENT ACTIVITY | | On December 18, 2020, pursuant to RLI/Bid #2004JLS, the Broward Sheriff’s Office retroactively awarded Master Agreements to Medline Industries, Inc. and Bound Tree Medical for pharmaceuticals for the period October 1, 2020, through September 30, 2023. These competitively solicited agreements are available for use by other government agencies. Using these agreements, Fire Department Staff seeks approval to purchase pharmaceuticals for the term of the contract. Upon expiration of the initial contract term, two (2) 1-year renewal options remain.
| | | | | | | | 3. | FINANCIAL IMPACT | | For the remainder of FY 22, no change in funding or budget is requested. Existing funds in the Operating Supplies account of the Fire Rescue Department will be redirected to these new vendors for the purchase of pharmaceuticals supplies.
The proposed FY 23 Budget includes sufficient funds for the purchase of pharmaceutical supplies from Medline Industries, Inc. and Bound Tree Medical beginning October 1, 2022, under the Broward Sheriff’s Office Master Agreements . The proposed funding is included in the Operating Supplies account of the Fire Rescue Department, and will be available once the proposed FY 23 Budget is approved by the City Commission during the budget hearing in September 2022. |
| | | | | | | | 4. | RECOMMENDATION | | Staff recommends the City Commission adopt a resolution authorizing the proper city officials to execute agreements with Medline Industries, Inc. and Bound Tree Medical, LLC for purchase of pharmaceuticals pursuant to Broward Sheriff’s Office RLI/Bid #20041JLS, including expenditure authority up to the budgeted availability.
