Issue Statement:  On November 1, 2017, City Commission approved a resolution for the submission of the NE 13th Avenue Improvement Project for the Metropolitan Planning Organization (MPO) Complete Streets and Other Local Initiatives Program (CSLIP) Grant cycle, and on November 7, 2018, City Commission adopted a resolution in support of the project being programmed by the MPO. Subsequently, the NE 13th Avenue project was selected to receive funding from the MPO for the construction of the project.  

Staff seeks to engage Miller, Legg & Associates, Inc., under their Continuing Services Contract with the City, for phase 1 engineering design services for the NE 13th Avenue Improvement Project work in an amount not to exceed $145,250 based on the attached proposal.

Recommended Action:  Staff recommends the City Commission adopt a resolution authorizing the proper city officials to execute a Work Authorization with Miller, Legg & Associates, Inc., for phase 1 engineering design services for the NE 13th Avenue Improvements Project for an amount not to exceed $145,250.

The proposed work authorization is under the City’s continuing services contract for professional services (CCNA) awarded in September 2019 and design of the facility was included as part of the approved capital improvement plan for FY 2020.

The NE 13th Avenue project includes:

• Installation of a widened sidewalk on NE 13th Avenue from Oakland Park Boulevard to NE 40th Place.

• Installation of sidewalks on connecting side streets from NE 12th Avenue to NE 16th Avenue on NE 32nd Street, NE 33rd Street, NE 34th Street, NE 35th Street, NE 36th Street, NE 37th Street, NE 39th Street.

• Installation of sidewalks on connecting side streets from NE 13th Avenue to NE 15th Avenue on NE 40th Street and NE 40th Court.

• Drainage improvements

• Water and Sewer improvements.

The attached work authorization will provide for design and engineering services needed for phase 1 of the NE 13^th Avenue Improvement project. The proposed Work Authorization is for phase 1 which specifically covers all survey work needed for the project and design efforts up 60%. 

As shown in the attached Work Authorization, the total estimated cost for the engineering design services, which is not covered by the CSLIP Grant funding, for Phase I  of the NE 13th Avenue Improvements Project is $145,250. The proposed expenditure is as follows:
