SUBJECT: Professional Engineering Services Agreement with R.J. Behar for the City-wide Mast Arm Traffic Signals Design
1.BACKGROUND/HISTORY
    
 

Issue Statement:  The City received County Surtax funding for the design of City-wide mast arms at various locations throughout the City. Pursuant to County surtax requirements, a Request for Qualifications (RFQ) was issued.  The City evaluated and ranked the proposals received in response to Request for Qualifications (RFQ) #011822 for Professional Architectural and Engineering Services, Mast Arm Traffic Signals Improvements.  On April 6, 2022, the City Commission approved the ranking of the Selection Committee and authorized staff to negotiate  with the highest ranked firm R. J. Behar.   


Recommended Action
That City Commission adopt a resolution approving a Professional Engineering Services Agreement with R.J. Behar to design and provide construction documents for Mast Arm Traffic Signal Improvements for 19 intersection in an amount not to exceed $950,944. 

2.CURRENT ACTIVITY
    
 

In October 2021, City Commission approved and authorized the execution of a project specific Interlocal Agreement (ILA) with Broward County for the Mast Arm Traffic Signals (OAKL-023) project. 

 

As a requirement to move forward, Staff issued RFQ #011822 for a Continuing Professional Architectural and Engineering Services contract according to the State's Consultant Competitive Negotiation Act (CCNA) guidelines and requirement process. Six (6) firms responded to the RFQ.  Responses were reviewed and ranked by an Evaluation Committee and R.J. Behar received the highest score based upon their qualifications as a full-service engineering firm capable of providing professional Civil Engineering and Traffic Engineering Design Services.

On April 6, 2022, via resolution R-2022-046, City Commission approved the Evaluation Committee's ranking and authorized Staff to negotiate design fees with R.J. Behar as the highest-ranked firm since firms were not required to include a price quote with their qualifications.   

Staff worked with R.J. Behar to come to terms on a final price for design services related to the City-wide mast arms. The total cost to design mast arms at all 19 intersections is $950,943.81. Broward County Surtax funding for the design is $942,610.70 and the balance of $8,333.11 is provided by the City. It must be noted that the original proposed cost was $1,180,000.

3.FINANCIAL IMPACT
    
 

As shown in the attached agreement with R.J. Behar, the estimated cost of the engineering design for the Mast Arm project is $950,944.  Funds are available in the the FY22 CIP Budget for this project. The proposed expenditures are as follows:

 

  

 

 
4.RECOMMENDATION
