| | | | | | | | 1. | BACKGROUND/HISTORY | | Issue Statement: As required by Florida Administrative Code 556, Sunshine State One Call of Florida, and Broward County, the City must report the location of its underground utilities (water, sewer and stormwater) to contractors, developers and customers of the City of Oakland Park utility system. The City uses a contractor to perform this specialized service.
Recommended Action: The City Commission adopt a resolution approving the use of the Town of Pembroke Park’s contract, ITB 22-04, with Craig A. Smith & Associates for underground utility location services, and approving expenditure authority up to the budgeted availability.
Additional Background: The location of underground utilities is necessary to avoid conflict with the City’s infrastructure by providing information to underground utility contractors, developers, planners, and other customers of the City of Oakland Park utility system. The location of known piping and other infrastructure is required by Florida Administrative Code 556, Sunshine State One Call of Florida, and Broward County. Only those utilities that have been accepted as part of the City's maintained utility system are located using this service. These include, but are not limited to, dry, out-of-service, and abandoned utilities if noted on utility plans and atlases. Locates are performed within the boundaries of City-owned easements and rights-of-way only, not on private property.
It is common for underground utilities for water, sewer, gas, power, and cable services to contract their underground location services. In addition to enabling the City to provide this service within the required time frame, utilizing contracted services results in reduced costs for staffing, and eliminates the need to purchase and maintain expensive equipment, such as ground penetrating radar. |

| | | | | | | | 2. | CURRENT ACTIVITY | | Since January 2020, the City of Oakland Park has been using the City of Cooper City’s contract with High Tech Engineering to perform these services. The initial term of that contract will expire on July 31, 2022, and the contract will not be renewed by Cooper City.
Staff proposes using the Town of Pembroke Park’s contract, ITB 22-04, with Craig A. Smith & Associates. The agreement has an initial three-year term that began May 10, 2022, with two optional one-year renewals. |

| | | | | | | | 3. | FINANCIAL IMPACT | | On the average, the Water and Sewer Divisions spend about $19,000 a month for underground utilities locating services. Funds are available within the Water & Sewer Funds for locating services and the proposed expenditure are as follows:
