SUBJECT: Resolution of Support for FY23 Florida Cultural Facilities Grant Application
1.BACKGROUND/HISTORY
    
 

Issue Statement: The City Commission previously approved a resolution of support for the City's grant application for the Cultural Facilities Grant from the State of Florida Division of Cultural Affairs. The granting agency has requested that language be included in the resolution noting the funding request and City match. If awarded, the grant will provide financial assistance for the construction of the Open-Air Seating and Performance Space at City Park. The grant will include costs associated with the construction of the structure such as site preparation and general requirements. 


 
Recommended Action: Staff recommends the City Commission adopt the updated resolution in support of the grant application for the construction of the Open-Air Seating and Performance Space at City Park.

2.CURRENT ACTIVITY
    
 Should the City receive the grant, the incorporation of an Open-Air Seating and Performance Space at City Park would be included in a future phase of the redevelopment of City Park.  City Park Phase 1 is currently under construction and includes pickleball courts, outdoor social stairs, a fully accessible and all-inclusive multi-aged playground, basketball courts, splash pad, batting cages, an athletic complex, concession stand, and family restrooms.  The addition of this space is designed to enhance the existing elements and bring opportunities for cultural and arts programming to the City Park venue.
3.FINANCIAL IMPACT
    
  Adoption of this resolution does not have any immediate financial impact. The grant would be awarded during the next Florida Legislative session in May of 2023 and an agreement would need to be executed to secure the funds. Should the City receive the grant, the grant requires the City contribute a two to one match. The City is requesting $500,000 which would require a match of $1,000,000. City matching funds would be available through general obligation bond proceeds.
4.RECOMMENDATION
    
  Staff recommends the City Commission adopt a resolution authorizing the proper city officials to apply for funding for the 2023 Cultural Facilities Grant requesting $500,000 for the Open-Air Seating and Performance Space at City Park and further authorizing an amount of $1,000,000 as the City's required matching funds.
