Issue Statement:  On October 17, 2018, the City Commission approved a Development Agreement for the Sky Building Project with Integra Real Estate. The Development Agreement included the requirement for the City to enter into a lease agreement for the future City Hall space within the new project.  On August 6, 2020, the City Commission approved the transfer of the Development Agreement to Oakland Park Dixie LLC (NR Investments), which included updates to the business terms of the lease agreement which was approved by City Commission on November 4, 2020. On November 17, 2021, City Commission approved the First Amendment to the City Hall Lease Agreement within the Sky Building. 

As a next step in the process, the City is beginning to design the interior space within the new Sky Building. Staff has since engaged Zyscovich Architects for a proposal for the Phase 1 Interior Design of the City Hall Space within the Sky Building. 

Recommended Action:  Staff recommends the City Commission adopt a resolution authorizing the proper City Officials to execute a Work Authorization between the City and Zyscovich Architects for architectural and engineering services for phase one of the interior design of the City Hall Space within the Sky Building in an amount not to exceed $36,300.

The proposed work authorization is under the City's continuing services contract for professional services (CCNA), awarded in September 2019 and renewed in 2021.

The developer of the Sky Building, NR Investments, submitted building permit applications for the construction of the Sky building. Given that the developer has reached the permitting stage of the project, the City needs to move forward with the design of the interior space of City Hall. In an effort to develop the interior design of the City Hall space within the Sky Building, staff engaged Zyscovich Architects for a proposal for the phase 1 interior design.

Phase 1 includes space utilization/programming analysis, identifying design, management and interaction opportunities, and defining spatial and functional concepts. 

As shown in the attached Work Authorization, the estimated cost for the architectural and engineering services for Phase I of the Interior Design of the City Hall Space within the Sky Building is $36,300.  Funds are included in the FY 22 Capital Improvement Program (CIP) for the design of the City Hall Interior.
