SUBJECT: Execution of Local Agency Program (LAP) Agreement to Provide Funding of the Construction for the Lloyd Estates Elementary School Safe Routes to School Sidewalk Project.
1.BACKGROUND/HISTORY
    
 

Issue Statement:  The Florida Department of Transportation (FDOT) Safe Routes to School Grant Program (SRTS) provides funding for projects that will substantially improve the ability of students to walk and bicycle to school. In addition to encouraging more children to walk or cycle to school, the program also seeks to address the safety needs of children already walking or biking in less than ideal conditions.

 

The City was awarded $886,164.00 from the Florida Department of Transportation (FDOT) Safe Routes to School Grant Program to fund the construction elements associated with sidewalk connectivity to address the safety needs of children walking/biking throughout the neighborhood surrounding the Lloyd Estates Elementary School.  To receive these funds, the City must enter into a Local Agency Program (LAP) Agreement with the Florida Department of Transportation (FDOT).

Recommended Action:
  Staff recommends that the City Commission authorize the appropriate City officials to execute the Local Agency Program (LAP) Agreement with FDOT for Lloyd Estates Elementary School Safe Routes to School Sidewalk Project

2.CURRENT ACTIVITY
    
 

The City completed the design phase for the Lloyd Estates Elementary Safe Routes to Schools Project.  The design and other required documents were submitted to FDOT for final review and concurrence. Per FDOT, the LAP agreement is required prior to beginning the construction phase of the project. 


Once executed, FDOT will provide the City with a Notice to Proceed, which will allow the City to move forward with the procurement process to onboard a construction contractor to perform the improvements. 

3.FINANCIAL IMPACT
    
 There is no immediate financial impact on this item.  The project is contemplated as part of the City's Capital Improvement Program.
4.RECOMMENDATION
    
 Staff recommends that the City Commission adopt a resolution authorizing the appropriate City Official to execute a Local Agency Program Agreement with the Florida Department of Transportation to provide $886,164.00 in funding for the Lloyd Estates Elementary School Safe Routes to School Sidewalk Project.
