SUBJECT: Approval of a Work Authorization for Flynn Engineering for engineering plan review services for right-of-way (ROW) plans, building plans (civil portion) and Development Review Committee (DRC) plans.
1.BACKGROUND/HISTORY
    
 

Issue Statement: The City receives various types of permitting and development plans that require review for civil and right-of-way components. The submittal of plans, permits and inspections have increased with the rise in construction activity. It is critical that right-of-way plans, building permitting plans/stormwater review (civil portion) and Development Review Committee (DRC) plans be reviewed for compliance and impact to the City’s civil infrastructure, rights-of-ay and adjacent properties.

 

To ensure timely review and avoid permitting/inspection delays, the City secured the services of a professional engineering firm to provide review of right-of-way plans, building permitting plans/stormwater review (civil portion) and Development Review Committee (DRC) plans, and inspection services with highly effective results.  Staff engaged Flynn Engineering under their Continuing Professional Services Contract in October 2021 in an amount not to exceed $24,500. An additional $120,000 was initially projected to be required to provide services through the remainder of the Fiscal Year, and as such, a Work Authorization was approved by City Commission via Resolution No. 2021-153 to provide said services.  With the significant increase in permit applications, engineering reviews also increased requiring that an additional Work Authorization be issued to continue services through the remainder of the Fiscal Year.

 

Recommended Action:  That City Commission adopt a resolution approving an additional Work Authorization for Flynn Engineering in an amount not to exceed $30,000, resulting in the total cost of $174,500 for the Fiscal Year 2022 to provide engineering review services including, right-of-way plans, building permitting plans/stormwater review (civil portion) and Development Review Committee (DRC) plans, and inspection services as needed; and approve the proposed Budget Amendment.

 

The proposed work authorization is under the City’s current continuing services contract for professional services (CCNA) effective through September 18, 2023, approved via Resolution No 2021-107.

2.CURRENT ACTIVITY
    
 The City has utilized the services of Flynn Engineering over the past five (5) years and this has proven to be extremely beneficial given that Flynn is able to review plans in a timely and efficient manner.   Flynn Engineering is also conducting reviews of all site improvements on private property. 

Staff engaged Flynn Engineering in October 2021 in an amount not to exceed $24,500. An additional $120,000 was initially projected to be required to provide services through the remainder of the Fiscal Year and as such a Work Authorization was approved by City Commission via Resolution No. 2021-153 for said services. To continue to provide critical permitting and inspection services at the highest level of review and timeliness, continuing with the services of Flynn Engineering for the plan review process is recommended.
3.FINANCIAL IMPACT
    
 

The increase in permit applications necessitates the issuance of an additional Work Authorization in the amount of $30,000 bringing the total amount to $174,500 for Flynn Engineering. The attached Work Authorization modifies the original work authorization to accommodate the additional $30,000 in projected costs this fiscal year.  Attached in Exhibit B is the proposed Budget Amendment for the additional funding.

4.RECOMMENDATION
