| | | | | | | | SUBJECT: Contract extension for Calvin Giordano & Associates to continue to provide building plans review and inspection services to the City of Oakland Park. |

| | | | | | | | 1. | BACKGROUND/HISTORY | | Issue Statement: Calvin, Giordano & Associates (CGA) has been providing plan review and inspection services to the City of Oakland Park for many years. Approved in 2019, the current agreement with CGA to provide building plans review and inspection services to the City is due to expire on September 11, 2022. The contract allows for two (2) extensions, with each renewal period being for a term of three (3) years.
Recommended Action: That City Commission approve the amendment to the agreement and authorize the appropriate City officials to execute a contract extension Galvin, Giordano & Associates for an additional three (3) year term effective September 11, 2022 and authorizing expenditures up to the budgeted availability.
The execution of the contract extension allows the City to continue to use resources from CGA on an as needed basis. Building permits have increased tremendously during the past three fiscal years and are continuing to increase. The City also has existing agreement with Broward County and C.A.P (CAP) Government to provide plan review and inspection services. These three contracts provide the City with the flexibility to utilize any or all three providers for plan review and inspection services to meet the demands of the Building Division including increases in permit applications, emergency situations, and after-hour/weekend/holiday services to our customers. |

| | | | | | | | 2. | CURRENT ACTIVITY | | Calvin, Giordano & Associates (CGA) have been providing plan review and inspection services to the City of Oakland Park for many years.
With the City having multiple large private development projects, several large municipal projects and a significant increase in regular permitting, it is necessary that the Building Department have the flexibility to increase resources as needed based on demand. Having multiple consultants allows the Building Department to fill resource voids when demand increases and scale back when demand decreases.
Additionally, at the request of the City, there is a proposed amendment to the agreement for CGA to provide staffing to assist in administering the Broward County Building Safety Inspection Program (40 Year Building Inspection Program). Adherence to the program is mandatory and requires that all building owners who have been notified of the required inspection come into compliance. CGA will assist with compliance tracking, issuing notices of violation, setting cases for special magistrate and following up after special magistrate.
Extension of the contract will allow for the continuation of services with a zero dollar increase in the hourly rate for CGA . This is the first of two (2) extensions under the contract, with each extension period being for a three (3) year term. |

| | | | | | | | 3. | FINANCIAL IMPACT | | Approving the contract extension with Calvin Giordano and Associates (CGA) does not have an immediate financial impact as the services to be performed are on an as-needed basis. As mentioned in the attached Letter of Intent, the renewal does not include rate increase for existing services and all other conditions and terms of the original Agreement, except for the amendment for CGA to provide staffing to assist in administering the Broward County Building Safety Inspection Program (40 Year Building Inspection Program), shall remain in full force and effect.
The proposed FY 23 Budget includes sufficient funds for the services of CGA, as may be needed, beginning October 1, 2022. The proposed funding is included in the Other Services account of the Building and Permitting Division, and will be available once the proposed FY 23 Budget is approved by the City Commission during the budget hearing in September 2022. |
