SUBJECT: Contract extension for C.A.P. Government to continue to provide building plan review and inspection services to the City of Oakland Park.
1.BACKGROUND/HISTORY
    
 

Issue Statement:  On September 11, 2019, the City Commission awarded Request for Proposal #080619 Building Plans Review and Inspection Services to C.A.P Government (CAP) for an initial term contract of three (3) years beginning September 11, 2019 and ending September 10, 2022, with an option to renew for two (2) additional 3-year periods.

 

Recommended Action: Staff recommends the City Commission adopt a resolution approving the C.A.P Government first renewal option beginning September 11, 2022, and authorizing the appropriate City officials to execute a renewal to the agreement and authorizing expenditures up to the budgeted availability.

 

The execution of the contract extension allows the City to continue to use resources from CAP on an as needed basis. Building permits have increased tremendously during the past three fiscal years and are continuing to increase. The City also has existing agreements with Broward County and Calvin, Giordano and Associates (CGA) to provide plan review and inspection services. These three contracts provide the City with the flexibility to utilize any or all three providers for plan review and inspection services to meet the demands of the Building Division including increases in permit applications, emergency situations, and after-hour/weekend/holiday services to our customers. 

2.CURRENT ACTIVITY
    
 

CAP was awarded Request for Proposal #080619 Building Plans Review and Inspection Services. This amendment is the first 3-year contract renewal, and one additional 3-year renewal options remain.

 

With the City having multiple large private development projects, several large municipal projects and a significant increase in regular permitting, it is necessary that the Building Department have the flexibility to increase resources as needed based on demand. Having multiple consultants allows the Building Department to fill resource voids when demand increases and scale back when demand decreases.

 

Extension of the contract will allow for the continuation of services with a modest increase in the hourly rate for CAP. 

3.FINANCIAL IMPACT
    
 

This item has no immediate financial impact, but the future services to be performed on an as-needed basis after September 10, 2022 will use the new rates shown in the attached Letter of Intent. Below is a comparison of the current rates versus the new rates which, except for the Building Official position which shows an increase of 22%, the average rate increase for the rest of the positions is 5%:

The proposed FY 23 Budget includes sufficient funds for  the services of C.A.P. Government, as may be needed, beginning October 1, 2022.  The proposed funding is included in the Other Services account of the Building and Permitting Division, and will be available once the proposed FY 23 Budget is approved by the City Commission during the budget hearing in September 2022.

4.RECOMMENDATION
