| | | | | | | | 1. | BACKGROUND/HISTORY | | Issue Statement: The City requires geographically precise mapping data to manage many of the everyday work-related items such as water line locations, sanitary sewer locations and others through the City's Geographic Information System (GIS). As part of its business strategy, the City of Oakland Park moved its GIS infrastructure onto a web-based/cloud infrastructure using the ArcGIS Online Platform. The implementation was completed in April 2013. Since then the City has been utilizing the services of Atkins, North America, Inc. (Atkins) to maintain and support the City's GIS infrastructure.
Recommended Action: The City Commission approve a Resolution, authorizing the continued engagement of Atkins, North America, Inc. under State of Florida Contract No. 973-000-14-01. Staff is satisfied with the working arrangements entered into in prior years and proposes the City engage Atkins for the next fiscal year under State of Florida Contract No. 973-000-14-01 (Exhibit A - attached).
Since 2013, the City has had a continuous contract with Atkins, a GIS and engineering service provider, to create and maintain the technical infrastructure and content required by City staff. Prior to Atkins, these services were provided by a single part-time contractor employed by the City for an amount greater than what Atkins is charging.
The primary users of GIS services are the Public Works and Engineering & Community Development departments.
Departmental users have been satisfied with the services provided by Atkins, North America, Inc. |

| | | | | | | | 2. | CURRENT ACTIVITY | | Atkins, North America, Inc. (Atkins), is a global engineering firm that has been performing geographic information services and SharePoint management for the City since 2013. Atkins provides engineering services to the State Department of Transportation, FEMA and the US Army Corps of Engineers. City staff has been using Atkins to maintain the GIS server environment in a web-based/cloud infrastructure. City staff has been working with Atkins providing changes associated with processing the GIS content required to manage the City's operations.
Staff is satisfied with the working arrangements entered into in prior years and proposes the City continue piggybacking for the next fiscal year pursuant to State of Florida Contract No. 973-000-14-01 (Exhibit A - attached) Contract amendment 1 (attached) authorizes a three year renewal with an expiration date of 01/15/2020
The total fees for FY18 are expected to be $51,720, down from $53,760 in FY17.
The City will be billed for GIS hours performed on a monthly basis, and $600 per month for database hosting, as shown in the table below
