Issue Statement: The NW 10th Avenue project is partially funded by a Transportation Alternative Program (TAP) grant that will provide $1,080,715.00 for the Construction Phase of the project. To receive these funds, the City must enter into a Local Agency Program (LAP) Agreement with the Florida Department of Transportation (FDOT).
Recommended Action: The City Commission authorize the appropriate City officials to execute the LAP agreement with FDOT for the NW 10th Avenue Project as required by the Transportation Alternative Program (TAP).
Background: The NW 10th Avenue construction project was approved as part of the Fiscal Year 2019 Budget and included in the Capital Improvement Plan (CIP). NW 10th Avenue is one of only two roads providing access to the Royal Palm Isles neighborhood. This $1.7 million project will help improve this vital connection between Prospect Road and Park Lane.
Current design includes transportation and beautification improvements, including shared sidewalk/bike lanes (southbound, west side of NW 10th), northbound dedicated green bicycle lane, additional lighting, and landscaping. The City was awarded a $1,080,715 Transportation Alternative Program grant to partially construct these improvements in FY 18. Other funding sources include: $389,286 from the General Fund, $180,000 from the Stormwater Fund and $8,400 from the Water/Sewer Fund.
Failure to submit the LAP agreement and required documentation by November 29, 2018 will result in the loss of TAP funding.
