| | | | | | | | 1. | BACKGROUND/HISTORY | | Issue Statement: As part of the solid waste services delivered by the Public Works Solid Waste Division, the Division is responsible for the ordering, maintaining, and replacing of solid waste (refuse and recycling) carts. To date, the City has utilized the City of Deerfield Beach's contract (Invitation-To-Bid #201-12/18) with Rehrig Pacific Company to provide non-exclusive solid waste carts on an as-needed basis. That contract expired as of July 31, 2018.
Recommended Action: The City Commission adopt a resolution approving staff to utilize the U.S Communities (Lead Agency - Miami-Dade County) (Contract # 00254) contract with Rehrig Pacific Company to purchase solid waste (refuse and recycling) carts for the City in an amount not to exceed an amount of $100,000 per annum.
History
The City previously used the Deerfield Beach Contract (from October 2015 through earlier this year) but that contract expired as of July 31, 2018. The last price on the expired Deerfield Beach Contract was $51.52. The new contract price is $52.88. As with the previous contract, this contract has a price adjustment detailed below the change in HDPE Resin for Large Buyer Contract Prices. |

| | | | | | | | 2. | CURRENT ACTIVITY | | The following are the major provisions of the U.S. Communities solid waste cart contract which was procured under the provisions of the RFP-00254.
1. The contract has a 5-year initial term, October 5, 2016 - September 30, 2021, with an option to renew for (1) additional (5) year period.
2. The cost is $52.88 for 95-gallon carts. The unit price includes the cart, RFID tag, assembly, and in-mold labeling.
3. In accordance with Article 8, the quarterly price adjustment for carts and recycling bins shall be revised because of increases or decreases in resin per pound in accordance with the change in HDPE Resin for Large Buyer Contract Prices for Medium Quality Injection Molding as documented by the Chemical Data Monthly Petrochemical & Plastics Analysis Report.
4. The refuse and recycling carts have a 10-year warranty against defects with full replacement of the unit during the entire warranty period.
5. There is no contractual guarantee as to the quantity the City will order over the term of the contract.

| | | | | | | | 3. | FINANCIAL IMPACT | | Funds are available in the operational budget of the Solid Waste fund to pay the costs of procurement as required. The Solid Waste Division has budgeted in part $100,000 in operating supplies (40260534.452000.) for new cart purchases in fiscal year 2019. The number of carts purchased each year varies based on new residential/commercial developments and wear-and-tear to existing carts. |
