Issue Statement: The City’s Capital Improvement Plan budgeted funding for the installation of irrigation and landscaping to be planted along the berm around the perimeter of the Stunson Nature Trail. This will further shield the view of the adjoining bus depot. The City seeks to utilize the competitively procured contract from the City of Palm Beach Gardens to accomplish this project and to meet a grant deadline of December 2018.
Recommended Action: That City Commission adopt a resolution authorizing to utilize a competitively procured contract held by the City of Palm Beach Gardens for Landscape and Irrigation Products and Services for the Stunson Nature Trail Mid-Phase Improvements project and approve the budget amendment.
Phase 1 of the Stunson Nature Trail was completed in April, 2018, with the assistance of $245,000 in grant funding ($200,000 Recreational Trails Program grant, a $30,000 Coastal Management Grant, and a $15,000 US Forest Service grant). As provided in the City’s 2018-2019 Fiscal Year budget, the Capital Improvements budget includes the mid-phase improvements to the Stunson Nature Trail. Mid-phase improvements include the addition of landscaping around the interior perimeter fence (along the berm)of the Nature Trail, as well as, the installation of irrigation.

| | | | | | | | | 2. | CURRENT ACTIVITY
| | | The City obtained a $7,000 Urban Forestry Grant to assist in the cost of the landscaping. The grant, which had been originally considered as part South Plaza project, has been re-allocated by the grant agency to the Stunson Nature Trail with a deadline to have the planting material installed by December of this year.
Staff has reviewed the pricing and conditions of the contract and determined and found that it provides fair and competitive pricing. In addition, Landscape Services Professionals is familiar with the site, the wetland conditions, and has worked on other City projects to the satisfaction of staff. Therefore, staff seeks to utilize the Landscape Service Professional Inc. contract with the City of Palm Beach Gardens Contract for Landscape and Irrigation Products and Services.
The current Palm Beach Gardens contract for Landscape and Irrigation Products and Services was awarded to Landscape Service Professionals Inc. on September 8, 2016 (Exhibit A) and expires September 7, 2021. |

| | | | | | | | | 3. | FINANCIAL IMPACT
| | | The proposal provided by Landscape Services Inc. to plant additional planting material and install irrigation is based on unit pricing as identified in the Palm Beach Gardens Contract. The cost to provide the services is $76,916. Staff requests an additional $10,000 for landscaping material to be utilized throughout the park as needed, and a 10% contingency for unanticipated expenses.
Therefore, City Staff is recommending that the total allowable piggyback amount not exceed $95,607.60 for the current fiscal year which represents the total amount expected to be expended which includes a 10% contingency for unforeseen and unknown conditions. Project design is done in-house and inspection services will be done by staff.
The FY19 CIP budget for project is $75,000, which includes a Federal grant of $7,000. Unused funds of about $22,000 from the FY18 Capital Improvement Plan (CIP) budget for the Stunson Nature Trail can be rolled over into the FY19 budget by adoption of the proposed budget amendment included as Exhibit A. Together, the rolled over fund and the existing CIP budget will provide a total of $97,000 which will be sufficient for the above-mentioned irrigation and landscaping services to be provided by Landscape Professionals. The total cost of the contemplated project is $86,916 plus a 10% contingency. The proposed expenditure is as follows:

| | | Staff recommends that the City Commission adopt a resolution authorizing to utilize the Palm Beach Gardens Contract for Landscape and Irrigation Products and Services Invitation (Bid No. ITB2016-063PS) with Landscape Service Professionals Inc. and to approve the proposed budget amendment.
