The Broward MPO is working with both the City and FDOT to determine the best program of which to fund the City’s 13th Avenue Improvements Project.
The MPO’s Complete Streets and Other Localized Initiatives Program (CSLIP) provides funding for small local transportation projects which improve the safety and mobility for all transportation users in Broward. This competitive grant program can fund projects for up to $2 Million with no City match required; however, the City is responsible to cover certain elements of the project such as utility relocations, repair for any broken sidewalks, resurfacing of the roadway, and landscaping. Under CSLIP the project is designed and constructed by the Florida Department of Transportation as the Construction Manager. FDOT directly hires a designer and contractor.
However, in addition to the CSLIP Project, the City is required to design and construct the underground infrastructure improvements prior to FDOT commencing their design. Therefore, the Broward MPO is currently analyzing an option for the City to be funded as a Local Agency Program instead of CSLIP.
The City currently has two LAP projects underway: Andrews Avenue Project (in construction) and NW 10th Avenue (LAP Agreement being considered on the same Commission agenda). In addition, the City has several programmed CSLIP projects also with in the City's 5 year Capital Program.
Under the LAP, the City is required to pay for the design, certain ineligible expenses, and the construction engineering inspection services.
