SUBJECT: Resolution of Support for 13th Avenue Improvements Project to be programmed by the Broward Metropolitan Planning Organization under the Complete Streets and Other Localized Initiatives Program (CSLIP) or as a Local Agency Program (LAP)
1.BACKGROUND/HISTORY
    
 

Issue Statement: In November 2017, the City of Oakland Park submitted a Complete Streets and other Localized Initiatives Program (CSLIP) grant application for the 13th Avenue Improvement Project.  Staff is working with the Broward metropolitan Planning Organization (MPO) to program the project for funding as either a CSLIP project or Local Agency Funded Project. 


Recommended Action: The City Commission adopt a resolution in support of the 13th Avenue Improvement Project being programmed by the Broward MPO as either a Complete Streets and other Localized Initiatives Program (CSLIP) or under the Local Agency Program.    

 

Background: On November 1, 2017, the City Commission approved a Resolution for the submission of the 13th Avenue Improvement Project for the MPO CSLIP Grant cycle. As identified in the City’s Mobility Study and CRA Plan, the current Downtown Redevelopment efforts identify the need to provide pedestrian and non-vehicular mobility along Main Street.  This project furthered the goals of the studies and provides the necessary connectivity to other sidewalk projects in the downtown and surrounding neighborhood.    The 13th Avenue Project is identified in the City’s five-year Capital Program, including the City’s performance of any necessary infrastructure water, sewer and drainage improvements. 

 

A community meeting was held on October 24, 2017 and the following outreach was conducted:

 

  1. Direct mailing of Community Meeting notice to properties owners within project limits were sent on 10/11/2017
  2. City weekly email blast notifying of the Community meeting were sent on 10/13/2017 and 10/20/17
  3. Email notification to all emails registered through the City’s email notification system were sent on 10/11/2017
  4. Posting on City social media sites began on 10/11/2017
  5. Email notification to all Homeowner Association Presidents and Neighborhood Association Presidents (citywide) announcing Community Meeting with flyer were sent on 10/12/2017

 

 

In January 2018, the City was notified that the MPO’s initial ranking scored the City’s Application as # 5 out of 32.
2.CURRENT ACTIVITY
    
 

The Broward MPO is working with both the City and FDOT to determine the best program of which to fund the City’s 13th Avenue Improvements Project. 

 

The MPO’s Complete Streets and Other Localized Initiatives Program (CSLIP) provides funding for small local transportation projects which improve the safety and mobility for all transportation users in Broward. This competitive grant program can fund projects for up to $2 Million with no City match required; however, the City is responsible to cover certain elements of the project such as utility relocations, repair for any broken sidewalks, resurfacing of the roadway, and landscaping.  Under CSLIP the project is designed and constructed by the Florida Department of Transportation as the Construction Manager.  FDOT directly hires a designer and contractor.

 

However, in addition to the CSLIP Project, the City is required to design and construct the underground infrastructure improvements prior to FDOT commencing their design.  Therefore, the Broward MPO is currently analyzing  an option for the City to be funded as a Local Agency Program instead of CSLIP. 

 

The City currently has two LAP projects underway: Andrews Avenue Project (in construction) and NW 10th Avenue (LAP Agreement being considered on the same Commission agenda).  In addition, the City has several programmed CSLIP projects also with in the City's 5 year Capital Program.

 

Under the LAP, the City is required to pay for the design, certain ineligible expenses, and the construction engineering inspection services.    


3.FINANCIAL IMPACT
    
 There is no fiscal impact to this item
4.RECOMMENDATION
    
 

The City Commission adopt a Resolution in support of the 13th Avenue Improvement Project being programmed by the Broward Metropolitan Planning Organization as either a Complete Streets and other Localized Initiatives Program (CSLIP) or under the Local Agency Program (LAP).
