SUBJECT: National Pollutant Discharge Elimination System (NPDES) Annual Reporting Work Authorizations
1.BACKGROUND/HISTORY
    
 

Issue Statement: The City is required to comply with federal and state regulations for the National Pollutant Discharge Elimination System (NPDES) Permit for Municipal Separated Storm Sewer Systems (MS4).

 

Recommended Action: The City Commission adopt a resolution authorizing the issuance of two (2) task orders to Craven Thompson and Associates (CTA) to meet federal and state permit requirements for a total amount not to exceed $91,000. 

 

The first task order will be to complete the City’s annual NPDES reporting requirements for calendar year 2018 and the second task order will be to review and assist the City with updating the required Standard Operating Procedures (SOP) of the City’s Stormwater Management Program as required by the NPDES Permit.

 

Background

 On June 21, 2017, the City Commission authorized the City to participate in an Interlocal Agreement (ILA) with Broward County and 26 other cities in Broward County for reporting and compliance with the NPDES MS4 Program.

 

The City submitted its Annual NPDES compliance information to Broward County as part of the ILA in Spring of 2018.

2.CURRENT ACTIVITY
    
 

The City is currently in full compliance with NPDES MS4 requirements. This year begins a new 5-year NPDES reporting cycle.  In order to compile the required reporting data, staff is proposing to use Craven Thompson and Associates (CTA) to assist in meeting the annual reporting requirements and assist in a new NPDES program and review and update for City’s SOP’s of our Stormwater Management Program.  The proposed CTA tasks would utilize the City's continuing professional services contract with the firm.

 

The combined cost for these services is $91,000. The scope includes:

 

Task 1: NPDES MS4 Annual Report Preparation and Submittal Work Authorization ($67,100)

 

  • Review GIS and As-built Record Drawings to update and correct inventory information to meet the requirements of the approved SWMP set forth in the State of Florida Permit. 
  • Complete current year reporting forms for this 5-year cycle.
  • Coordinate with other agencies.  These include but are not limited to Broward County, South Florida Water Management District, and Florida Department of Environmental Protection.
  • Compile the Report.
  • Submit the Annual Report no later than June 30, 2019 for the 2018 calendar year.

 

Task 2: Standard Operating Procedures for the Stormwater Management Program (SWMP) ($23,400)

 

Review current written SOP’s and assist City to correct deficiencies and supplement SOP’s as necessary to meet the requirements of the approved SWMP set forth in the State of Florida Permit.  Assist the City to develop the updated SOP’s and create a responsibility matrix to identify individuals/departments responsible for maintaining the SOP’s. 

3.FINANCIAL IMPACT
    
 

Funds are available within the FY19 Operating Budget of the Stormwater Fund for the cost of the NPDES Annual Reporting amounting to $91,000, as described above and as shown in the attachments. The proposed expenditures are as follows:

4.RECOMMENDATION
