SUBJECT: Resolution Authorizing addition of "Director, Library and Cultural Services" to Citywide Compensation/Classification Plan
1.BACKGROUND/HISTORY
    
 

Note: Due to time limitations, this item was not addressed at the December 5, 2018, City Commission meeting.

 

Legislative Note: This item originally appeared on the 12/5/18 Commission meeting.  The proposed Compensation and Classification Plan attached to the original agenda item included an unintended change to the Budget Analyst classification's compensation grade.  No change to the Budget Analyst position's grade is recommended and this error has been corrected in backup to this item.  No other changes are contemplated.

 

Issue Statement: On November 7, 2018, City voters approved a $40 million general obligation bond for improvements to City facilities. Implementation of the bond will require coordination of significant public outreach and communication efforts. Coordination of these efforts will require significant staff time and it is recommended that the position of Library and Cultural Services Director, which preciously existed, be restored.  Among other duties, the position would have  the responsibility for coordinating the efforts of an internal team established to manage public outreach efforts related to the bond, supervision of library services and supervision of City volunteer program.

 

Recommended Action: The City Commission adopt a Resolution amending the Citywide Compensation/Classification Plan adding the position  of Library and Cultural Services Director.

 

 

2.CURRENT ACTIVITY
    
 

The Library Director position previously existed in the City. The proposed new position would not be an increase to the overall employee count as a Librarian position is currently vacant and will remain so. The new position would be responsible for supervising the overall operations of the City's library, with the Library Manager as a direct report. In anticipation of the upcoming bond program, staff has begun preparing a comprehensive plan for its implementation, one that addresses project phasing, timeline parameters, key milestones, procurement and financing elements and public outreach. This plan will work to ensure continuity of services, prioritize City needs, and utilize all financing opportunities (including grants) to ensure public resources are expended judiciously.

 

In addition to the supervision of library services for the City, the Library and Cultural Services Director will be responsible for coordinating the public outreach efforts of an internal team created by the City Manager for the bond program. Finally, the new position will also supervise the City's ongoing and extensive volunteer services programs to better leverage our citizen volunteers throughout City operations.

 

As a Director level position, the Library and Cultural Services Director will be graded commensurate with similar positions at grade 40 in the Compensation and Classification Plan.

3.FINANCIAL IMPACT
    
 A budget amendment may be offered for consideration at a later date should related organizational restructuring be presented to the Commission for consideration.  
4.RECOMMENDATION
    
 Adopt a Resolution amending the Compensation/Classification Plan as recommended.
